Add a comment about adding of per-wiki or per-user setting for the edit box size

It would be nice (especially if more CGI::FormBuilder validation is done in the future (such as [[todo/Allow_web_edit_form_comment_field_to_be_mandatory]])
to tell the user what the error was, rather than silently redisplaying the form. I may have time to work on this.
